Sen. Joe Manchin (D-W.Va.) said Thursday that he was working on a bill with Senate colleagues and the National Rifle Association (NRA) that would implement universal background checks, a major component of President Obama's proposed gun-control reforms.
Manchin, a member of the NRA, had not previously endorsed any specific measures to address gun violence.
"Im working on a bill right now with other senators Democrats and Republicans were trying to get it, and looking at a background check that basically says that if youre going to be a gun owner, you should be able to pass a background check, to be able to get [universal background checks]," Manchin told Metro News radio's "Talkline," in an interview reported by The Washington Post.
The West Virginia lawmaker went on to say his bill would carve out exceptions for certain transactions.
"With exceptions. The exceptions are: Families, immediate family members, some sporting events that youre going to that if youre just going to be using them at the sporting events. So were looking and talking to people with expertise. Im working with the NRA, to be honest with you, and talking to them," he said.
The NRA has been vocal in opposing the president's call for new gun controls, arguing that Obama has attempted to exploit the mass shooting at a Newtown, Conn., elementary school to limit Second Amendment rights. In remarks earlier this week, NRA Executive Director Wayne LaPierre accused the president of wanting to put "every private personal firearms transaction right under the thumb of the federal government."
Later Thursday, a spokesman for the NRA said that while the group was working with members of Congress to "address the problems with the background check system," the group would not support expanding background checks to include private transfers.
"If Sen. Manchin supports putting private transfers between law-abiding citizens under the thumb of the Obama-Holder justice department, we will vigorously oppose those efforts," said NRA spokesman Andrew Arulanandam.
Arulanandam said the gun rights group believed "what Congress needs to do is improve and not expand the system" to better prevent those suffering from mental illness from obtaining weapons.
In the radio interview, Manchin called background checks for private dealers who are exempted by the so-called gun-show loophole "common sense."
"Why would a legitimate gun retail shop have to go through that, but then the unfair advantage for someone at a gun show doesnt?" Manchin asked.
Earlier Thursday, Sen. Dianne Feinstein (D-Calif.) introduced an updated assault-weapons ban in the Senate that would ban the sale and manufacture of more than 150 types of semi-automatic weapons with military-style features. The bill would also ban magazines holding more than 10 rounds of ammunition.
Manchin has previously said that he does not think hunters need assault rifles, but has not explicitly said whether he would support Feinstein's bill.

We do need some legislation that would repeal some now in effect such as gun free zones. Some states are in dire need of repeal legislation such as New York and Illinois
Every time Chris Cox says “background checks”, he puts “universal” in front of it. Perhaps the NRA would find less-than-universal background checks acceptable?
It’s time for those states that still respect the U.S. Constitution to seriously consider secession.
I’ve heard background checks in Colorado are taking 8 days.
How reasonable is that?
When they arrested the Hutaree militia here in Michigan, they all had to undergo psychological evaluations before they were released from jail. They were all eventually acquitted but I have a feeling that those evaluations could easily haunt them all if you got your way.
BTW the vast majority of gun sales already require a background check and you know it.
How will restricting the private transfer be enforceable and how will it help reduce crime?
Will criminals who are already restricted get a background check?
Cmon you are endorsing more regulation and control, how will it help?
You won’t even support your own argument. Why is that?

The NRA are NOT working with Joe Manchin. From a “Statement from Chris Cox” email I received from the NRA this afternoon :
“An article appearing on TheHill.com yesterday asserted that Sen. Joe Manchin (D-W.V.) is working on a bill with the NRA that would implement universal background checks.
NRA does NOT support universal background checks and is not working with Manchin to implement this type of legislation. NRA opposes,and will continue to oppose,universal background checks and registration schemes.
We do believe that records of those who are prohibited by law from purchasing firearms (including those whose mental health history puts them in this category) ought to be included in the federal instant check system.”

But the NRA is so good at drafting gun control legislation.......there’s money to be had in prolonging the problem.
First you don't seem to get what my argument is..
But secondly and more importantly I live in the real world. I know my right wing conservative beliefs are not shared by the majority of America. I firmly believe most of America is conservative but they don't respond to purely emotional my way or the highway arguments of either the left or right.
There is a line in the sand that no principled conservative can cross but in this case background checks if carefully drafted might keep the crazies from getting a weapon they should not have.... and more importantly using it on first graders..because if that is not stopped its going to be very difficult for anyone to defend the 2nd Amendment in the real world....

There’s nothing that you or I, or any dhimmicrat, or even Øbongo can do to keep guns out of the hands of the crazies. It has happened before and it will happen again. Gun control is only the answer if “Who wants tyranny?” is the question.
So why punish the law-abiding citizen? Why should we accept penalties for societies failure to address its mental health issues?
The surest way to see our constitutional rights trampled underfoot and lost completely is to compromise with these bastards. I won’t back dawn, I won’t surrender, and I won’t retreat.
The problem is not a quick NICS check per se (though that is bad enough), but the 4473 that gets filled out.
If they want a ‘compromise’, I think I could live with a NICS check, but get rid of the 4473. What possible reason is there to keep a record of which firearm (if any) was transferred if all you want is to make sure you’re not selling to a “prohibited person”?
I have one question to ask of politicians, especially NY. I went to Catholic school in NY until 1953. Some of the wilder kids in the school belonged to ethnic gangs. They all had a firearm of some sort. Most had taken ordinary cap pistos, drilled them out for .22LR, soldered a firing pin on the hammer and unblocked the barrell. Not the most sophisticated weapon, but it apparently worked because none of the kids that I knew had one were never hurt.
Here’s my question: Do you also ban cap pistols, drills, soldering irons, etc.? At some point, it becomes a little ludicrous.
Actually everything they did is already illegal. Didn’t stop them did it.
