I doubt if it will ever be scientifically verified, short of Harry showing up on Maury Povich for a paternity test, but Diana (of whom I am not a fan) did an interview in which she stated that's when the affair began; Hewitt himself said it began then; and a couple of Diana's close attendants say the same.

I don't know who the cuckold is...Charles? He'll rule at some point, unless he dies before Elizabeth. She is said to be firm on maintaining tradition and passing the crown to the next in line.
As for Harry, that's just the thing,isn't it? He isn't Hewitt's son. Nothing points to it. Not even his looks, since, as previously stated, there are quite a few on his Spencer side of the family who might be said to resemble Hewitt, as well. In fact, what we know points away from Hewitt and TO Charles.
