thatcher didn’t — because the Spanish in the 80s knew that they couldn’t face the Royal Navy of the 80s at that close range. Also, most Gibraltars, though they are of Spanish origin, prefer being part of the Crown (they aren’t part of the UK but are a Crown colony) because it gives them the same privileges as Guernsey say

Gibraltar being a very small piece of real estate, how can the territorial waters of Gib. and Spain
not overlap?
How does the Royal Navy get to Gib. without crossing through Spanish territorial waters?

Tow it to port and keep it until Spain behaves.
