I think Cicero was referring to Birth Control Pills...which are not exactly 100% safe...and their use can lead to other health problems later in life.

They should not be given over-the-counter. And, I doubt if a BCP maker would want to risk liability by having BCP OTC.

And, the prupose of many BCPs is to prevent a fertilized egg from remaining in the womb...in general terms. I am sure that part troubles some people

Well, the article is very brief, so it’s not clear what he’s talking about.

Evidently not condoms, since they are already available over the counter.

Some birth control pills are abortificient, and some are not. Most of them are dangerous to women’s health.

They are already easily available, however, and it’s not hard to find a doctor to prescribe them. But at least some doctors might caution these women about the health risks, while agreeing to prescribe them after the warning.
