At the time of my comment, from reading other sources it appeared that nobody was in the tunnel.
Now they are saying there may be five people trapped.

This is on a major expressway going west from Tokyo. One injured woman escaped, but the rescue crews can’t get in the tunnel because of the smoke. They don’t really know how many cars are in this 4 kilometer tunnel.
