My entire career was in the Chi Metro Area and nothing got done that wasn't done by a union construction worker (in this case it's good they are highly skilled). And there comes a point on a job when you know it's finally coming to an end -- when 'The Rock Goes Up', aka: Drywall installed.
And one day you notice, like out of the blue, the on-site radios switched from blasting Rock & Roll, Mo-Town and Blues to ... Mariachi! The Drywall jobs that 'kids' and Blacks used to do were now being done by 'Hispanics'.
This 'change' also crept to other areas of 'dirty work' -- Ditch Digging (not everything can be done with a machine). This Laborer job once almost all Black was 'now' turning Brown.
Luckily I never had to compete with these trades. So all our competing costs were pretty equal and this is where your Estimating experience came in [plus the 'intangibles' ;-)]. The only big unknown costs was what WC Ins would be due to how many claims you may have.
At one point there was only one GC who *tried* to use all Non Union Subs on his jobs that 'we' were on a select bidder's list of six pre-qualified contractors. The client finally got tired of that GC being picketed and 'disqualified him' -- his legal right (those were sweet times).
If any one group has been decimated by Illegals it's Blacks. Their once good & high paying jobs are now gone. Roofing would fall into this lost job category too.
I've had a 42 yr love hate relationship with the Union Construction Trades. But even today I wouldn't go into a 'big building' built by non union workers. Granted there's union jerks but they DO learn their craft during their apprenticeship.
It's cheaper for big insurance because instead of conducting an investigation, they just turn around and raise the employers workers comp rates after settling a fraud case....It's a win win for big insurance, but a lose lose for employer.
And big insurance and others run around wondering why the fraud is so rampant?
It's like the guy who claimed a back injury, employer files WC claim, he's off work for several weeks, paid...Employee comes back to work while still off one day to pick up his pay check...Goes back to the employee parking lot to leave and his vehicle is gone...Goes back into his employers office and tells them his vehicle was stolen.
So now employee sues the employer for not providing adequate security in the employee parking lot on top of his workers compensation injury claim.
Through investigation, it's discovered his vehicle was being dismantled for parts at his cousins home a few miles away. In addition, it's discovered the employee had insured the same vehicle for auto theft with several insurance companies in several different states, and collected about $45,000 on a 13 year old vehicle...
The fraud is through the roof, but big insurance worth tens of billions, would rather settle with those committing fraud than conduct investigations and go after those committing the fraud.
They occasionally save a few bucks just settling with these criminals, but then turn around and pass off the cost off on the employer in the form of higher workers compensation rates.
It's just outrageous.

Big insurance conducted investigations into the use of non-oem parts in motor vehicle repairs in Illinois ~ and fixed the problem ~ they don’t reimburse anything with oem replacement cost ~ but they did discover parts they’d marked getting recycled from wrecked cars to newly wrecked cars all over the country.
I was referring to a principal, principals don’t change because someone commits fraud, do you have any concept of an abstract principal?

I have been a full charge bookkeeper all of my working life.
I have been a payroll supervisor for a large company.
I have prepared many payrolls for small businesses who didn’t need a full time bookkeeper, and who I worked for as an outside contractor.
I don’t think you understand a single thing about workmen’s comp insurance.
Most states set the rates and the working job duties categories, based upon the history within that state of injuries and the cost to the insurance plan to take care of the injured worker.
For years and years, California didn’t pay attention to the fraud that was happening in workmen’s comp claims. They felt it was cheaper to just pay the claim—sometimes for LIFE—instead of going to court. The tort lawyers aided in that scamming.
I personally know of a number of fraudulent workmen’s comp claims and I know it almost put one contractor completely out of business over a bogus claim. The guy never got injured on the job site- he got injured water skiing on Sunday, a non-work day at the job.
Anyway- the cost of workmen’s comp is borne by the employer—nothing is deducted from the employee’s paycheck.
The ultimate person who gets hit for the insurance premiums on WC is the customer-——such a person who gets a new roof installed on their property.
The last time I was preparing data for the workmen’s comp insurance for a roofing company, the PREMIUM for workmen’s comp for their roofers was 110% of the gross payroll. Tht means that for every $100 paid out in gross payroll, it cost that roofing company $110 in a workmen’s comp premium for mandatory insurance.
Other catagories are lower—but even office workers, which had a premium of 53 cents on every $100, which I calculated for years, has now gone up over $2 for every $100 of gross payroll.
I know of an employer who actually sold his properties and moved completely out of Califronia to Tennessee over a battle over workmen’s comp insurance.
He ran an automotive machining business, and also taught students how to do such work, since the high schools had eliminated vocational classes.
The state of Calif wanted him to pay workmen’s comp insurance on the TUITION which those students paid. He already had liability insurance which covered those students.
He argued back that when the state of California collected workmen’s comp insurance on every single STUDENT in the entire state educational system, he would also pay such premiums!!!
His rate at that time was 43% of Gross payroll.
In Tennessee, the maximum rate for workmen’s comp insurance was 7% when he moved there, some years ago.
Enough was enough.
Actually, this person did not get injured ‘in the course of her job duties”.
It should have been turned over to the Liability Insurance company which that employer would also have to have.
I would have challenged that this was a ‘work-related’ incident.

Every cent that it costs for an employer to employ a worker above his actual pay is money taken away from what he could have been payed.
i.e If a roofing employee earns 100 dollars/day and it cost an extra 100/day to pay for mandatory insurance then if you delete the mandatory insurance the man can earn 200/day.
I say again! The worker pays for every single cent it costs to employ him. They pay every cent of fica, every cent of workmans comp...remove these things and add the $$ to his pay and the employer is paying out the same $$ but the workers pay goes up.
These are the tricks that democrats have used to hide taxes and fees that the employee actually pays. It is a dirty trick. Make them pay the man 200$ a day and withhold 100/day for workmans comp and there will be a riot! This is why they created the FICTION that the employer pays it....same with FICA. The self employed pay 100% of FICA..the employee also pays 100% they deduct 50% from his paycheck and the employer simply pays the other 50% out of the mans wages before he sees it.
No MOUTON, they will be no insurance companies in the world of Obambi..we will all be on government insurance...Tricare will be changed to medicaid...65 and over on medicare now, will be on medicaid will a lot of benefits they have now gone...men over 65 no psa test- no chest xray for male or female useless you are a smoker...No Ekg unless you are on blood pressure med...no knee or hip replacement,or liver, or lung or any other organ transplant over a certain age...remember the death panels..the Government will never get the money out of them-give them a pill to ease the pain..
