It is entirely possible, though speculative , that the owhitehouse was blackmailing the General. The general put himself in this position due to his own moral terpritude. He could have just told the truth in the first place. Testify to the affair, blackmail, and then truthfully document the attack. He would have been home free. Instead...lies. Then a rethink, presser, and resignation.
