Arrest him while he’s golfing then. Congress-critters have been arrested for drunk driving, haven’t they? Presumably because they were not on the way to a Congressional session.

Unlike the Congress, the Presidency is always in session.

If these people are guaranteed the ability to break the laws with impunity, then we’ll get nothing but law-breaking from them.

This regime reflects the character of the people who voted it in. I should point out that the President is put under oath to discharge his duties faithfully. Time was when people rightly feared to take such an oath without intending to fulfil it, but we now have an incumbent who apparently regarded it as just a vibration in the air. He'll find the situation is otherwise.

Unlike Congress, the President has a Constitutionally-appointed substitute (actually a succession of about 15 of them, IIRC) to sub for him if he becomes unable to discharge his duties.
