Who has the ability to tell Obama within 30 seconds that he is relieved of his duties?

Legally, no one. The Constitution has a political remedy for this, unfortunately it will be a couple of months before he is replaced.

Can he be arrested if he is charged with a crime? Is there anything in the Constitution or laws which excludes him from being subject to law enforcement? If he is unable to carry out his duties, for whatever reason (such as if he is in jail), the Vice-President assumes the duties immediately, correct?
