Everyone on the show agreed that both men passed the 'one heartbeat away' test that showed they were ready to be POTUS if something happened.Maybe Biden could be POTUS, but after his performance last night, who would want him? It's been said many times that Biden is Obama's life insurance policy.

Would you want Biden representing the US in serious talks with the leader of another country with views differing from his?
It appears to me that this behavior is more of a nervous tic or reaction to the discourse of the other party than a deliberate effort to be rude and disrespectful.
