The discussion is about the enemy attack in Libya, presumably by Al Qaeda.
It seems to me that the metaphor for serious danger, ie the enemy has penetrated the perimeter and is in fact within the building, would describe the enemy in Libya as Al Qaeda rather than the Afghanistan related Taliban.
Hmm ... need to see it in context but I took it as inside the governement.
