So what changed between 1932 and 1936 to flip the black vote? FDR learned that he could buy votes. If you create a welfare state don't be surprised when people take advantage of the freebies

Most likely things like the CCC (Conservation Corps) and other publically funded works programs (WPA) in urban and other areas where blacks had more opportunities for jobs.

Probably the promise of freebies and bennies from FDR. They certainly were very receptive to his pitch.
