What is the point of setting them aside if you’re just going to count them anyways? They go in the “needs to be verified” pile and they do not come out of that pile until the verification is complete.
“Provisional” is just that - they aren’t verified and counted unless they are needed.
Usually, they won’t be. But if the margin is less than the number of provisionals, they’ll all have to be verified as valid and then counted.
Of course, the ‘rats could try to overwhelm the system by refusing to show ID and making all their votes provisional, delaying and messing up the works.
