Because the cookies on your computer tell the web site that you have already been there and viewed it once and they won’t count repeat visits. If you want to bother to do it, clear your cookies after each visit. Seems like a lot of trouble to me just to run up a count.
There’s actually a good reason (looking for the explanation video now).
YouTube’s infrastructure, involving servers scattered all over the world, actually makes it hard to count the correct number of views. Views are counted one way until they hit 317, at which point the system notices “hey, this is getting popular, we need to shift how it’s being delivered” and the counter you see stalls there for a while.
