Fed/state/local combine have over 10,000 regs which they can hang you with. Take NYT for example. They sell stock shares and they overstated their newspaper circulation by 100 percent on their perspective. Technically GWB could have investigated and charged the CEO of the NYT with fraud and SEC violations. It was never done. If you are part of the establishment inner circle, lots of laws are not enforced if you screw up. However this can also backfire. If you are part of the protected elite you will continue to break laws until some SOB politician decides to rein you in. I think that is what happen to Gallup. Keep pissing Obama off, he will unleash the fed gov on you and Gallup being one of the protected establishment may have scores of serious violations that can be uncovered. Their management knows that thus kowtows.
