If Albuterol is a lot safer than epinephrine then you should lobby to make in OTC.
There needs to be an over the counter medication of this sort. If not Albuterol, then epinephrine will have to do.

Albuterol is safer, but in the event of a serious asthma attack, I’ll take epinephine over the current alternative. I’ve had attacks that came on so fast and severe that it’s frightening.

Epinephrine has been available over-the-counter only because it was already available before the FDA started regulating prescription drugs. It has nothing to do with safety or effectiveness. I understand the problems people have with the cost of medical care, but I don't believe that a medicine as potent as albuterol should be available over-the-counter. It really needs to be monitored by a care provider.
