The poor here can get:
food stamps,
free medical,
welfare,
housing allocations.
That isn't too risky, because many of them know who to game the system.

Taxpayer issued card that enable you to buy lottery tickes and visit casinos and buy booze.
Enough cash to buy $400 athletic shoes and $300 sports jackets.
Big screen TV, sometimes two.
Laptop computers.
Air conditioning.
