Two St. John [sheriff] deputies and two civilians were reportedly shot in LaPlace at about 5:00 a.m.
UPDATE: WWL-TV reports that two officers are dead and two others were shot in the incident.
The incident occurred near Bayou Steel on Highway 3217 in a Valero plant parking lot. That highway remains closed at this time. The parking lot is located in St. John Parish, while the Valero plant itself is located in St. Charles Parish.
There is no word yet on the conditions of the officers or the other two people shot in the incident.
A witness on the scene called WWL Radio News and said that he heard "seven or eight shots" when it happened.
The witness said it appeared a police vehicle had been shot multiple times.
Police officers from several parishes are involved in the hunt for the gunman, including State Police, and deputies from Charles Parish, St. John Parish, and Jefferson Parish.
One deputy was air-lifted to the hospital, according to a witness.
WWL-TV reports that it appears that workers are being evacuated from the plant.
And these were probably night shift officers who would probably be going home right after their work there ended.
I find the timing very peculiar as well. 5:00 AM? Unless the start time was changed and staggered for some companies in an effort to reduce road congestion the usual start time has traditionally been 7:00 AM with the last buses leaving at 6:30-6:45 (depending on the distance from parking lot to the refinery) which gives workers sufficient time to "swipe in" at the turnstiles and then get to the job site. (which usually means another bus ride on buses already "in plant" to the unit being worked on so that the incoming bus doesn't have to be inspected every time it enters the plant).
Otherwise somebody was there very early to catch the bus in.
This morning there was a shooting involving law enforcement officers providing security at an off-site parking lot used by contractors working at the Valero St. Charles Refinery. Valero employees offer their thoughts and prayers to the officers and the families of the officers involved in the shooting. Refinery operations have not been affected. The incident remains under investigation, and questions about the incident itself should be referred to local law enforcement. Any contractor who normally parks in the Montz lot should not report to work today. All other employees and contractors should report as scheduled.
Apparently, this was a parking lot for contractors...

If the cloud is comprised of vapors requiring a high ignition point, such as a spark, then you rule that out.
Then you turn to the equipment and vehicles. Maintenance, static lines (if required), location at time of incident...
It's easy to lie in the reports to minimize lawsuits and it's hard to get a "stray" spark from an engine.
I would be more inclined to believe the cloud was released and expanded in volume and then was pushed by the wind and it advanced with no warning until it hit a welder striking an arc or somebody throwing sparks from grinding on something.
That particular plant has a "bad history" for me. And if it was the same management/people when I worked there from before BP took over...almost 200 hands don't walk off the job for nothing.

Just west of New Orleans, on the other side of the lake and marsh area. Very poor, hardworking area for the most part.
You end up with a flame coming out the exhaust.
Basically, the Valero Refinery had a number of contractors, so it may have been shut down for some sort of work... It is near the Bonne Carre Spillway...
Refinery is in the city of Norco just off River Road and near the Mississippi River. Lake Pontchartrain is not far away either, but much further away.
WSJ should refer to it as the St Charles Refinery in Norco...
This occurred at a remote parking lot in St John Parish, not in St Charles. Worked this area for 20 yrs.
They're called "shutdowns" or "turnarounds". If the work was at an existing unit, and if it wasn't "new construction" (building a "new" unit), then this would be regular maintenance which is performed on a consistent basis.
Some units have annual turnarounds while others can go several years without needing to be shut down for maintenance or repair. It depends on the individual unit and what it does. Sometimes when something in a unit goes wrong you have emergency shutdowns and it's a scramble to get the unit serviced and back on line as quickly as possible.
Many times you'll find two units that perform the same function and the company will schedule even/odd year maintenance so that production isn't stopped during maintenance time. Alternately one unit may operate "full bore" full time all the time and the other may work at 1/2 rate or less all the time and only "full bore" during maintenance of the other unit. There's less wear on that unit and you go longer between maintenance on that one.
It varies from refinery to refinery and from company to company.

St. John Sheriff Mike Tregre, in an emotional news conference minutes ago, identified the slain officers as Brandon Nielsen, 34, and Jeremy Triche, 28. The injured officers are Michael Boyington, 33, and Jason Triche, 30, Tregre said.

Jason Triche and Boyington were working a traffic detail there, Tregre said. He said he didn’t know what prompted the attack.
The second shooting occurred after deputies located a car at the nearby Riverview Trailer Park that matched the description of the car involved in the first shooting.
Tregre said that as Nielsen and Jeremy Triche attempted to question two men outside a trailer there, a third man jumped out with an assault weapon and began firing. Both deputies were killed.
The two injured deputies are currently in surgery, authorities said. Jason Triche is at River Parishes Hospital in LaPlace, while Boyington is at Interim LSU Public Hospital in New Orleans.
Tregre said a total of five suspects are in custody, but authorities are still trying to determine exactly what happened. The Louisiana State Police will oversee the investigation, he said.

St. John the Baptist Parish Sheriff Mike Tregre has released the following information. The following incidents were reported on Aug. 14 and 15.
Snip...Romell D. Manuel, 34, 11 St. Loupe Drive, LaPlace, was arrested Aug. 13 and booked with illegal use of a weapon, firing from a vehicle and firearm free zone.
