With few possibly-hostile, nuclear-powered submarines still operating at sea and modern, quiet, diesel-electric boats essentially undetectable at long range by passive means, there’s not a lot to listen for anymore, and targets of potential interest are rare.

Yea, Clintoon did cut back greatly on funding SOSUS putting many sections offline. I remember even those days in my early conservative awakening being rather miffed about that thinking that is was foolish savings.
