Recall Florida 2000.
Six Reserve units were called to active duty -- out-of-state and out-of-country -- on short notice the week before the election.
The notice was sent after early voting had ceased. And they were shipped out before Tuesday. Thus, the personnel were unable to exercise their constitutional right to vote.

I was deployed to Iraq in the fall of 2004 but before leaving I requested an absentee ballot and I am still waiting for it. After getting to Iraq my absentee ballot was the last thing on my mind.
They learned it from a Republican; Abraham Lincoln did it with targeted troop leaves and deployments to beat McClellan.
Doesn't the Governor call up the Reserves?
