In Erie, Pennsylvania?

Cochranton is a burg of about 1000 people in Crawford County, about half an hour's drive south of Erie. Sleepy and out of the news since a Pittsburgh area cop who was the subject of a high-profile police brutality case became Police Chief there back in the 70's. This incident has Lifetime Movie of the Week written all over it.
