Why is the flag displayed in reverse on the hood? 'Cause it be more cooler and da ijit who put it there don't know no better.
To: Nachum
I know there are military bases around but it sure does seem they are moving a lot of vehicles right now and they were all going North. I did not see any going South at all. That's 'cause DHS knows better. We have multiple guns behind every blade of grass.

When the flag is stationary, the constellation is in the place of honor in the upper left corner.
However, when the flag is attached to something that moves, the constellation is placed to represent the flag being carried forward, so viewed from the starboard side where the "staff/mast" would be at the front of the vehicle with the constellation in the upper right). It's been this way for a long, long time. At least since immediately prior to WWII. See pic below of a pre-war B-24A Liberator:

Every night here in Memphis, one of those rigs is set up to do it’s thing on Beale Street. It’s got accoustical soundwave guns, tear gas tanks with launchable rounds, high pressure water cannons, machine gun terret which fires rubber bullets, shockwave cannons, special spray hoses to mark those targeted with unremoveable dye, and lord knows what else? It’s proudly displayed with it’s DHS tags.

According to the U.S. Code, the flag’s blue field must always face forward on moving vehicles and people. It’s similar to the blue field always displayed on the left when the flag is hung vertically. Although few people in the media and Hollywood know this.

The real question has not been asked.
Why does Homeland Security need these toys, when we theoretically have access to similar military-supplied and operated toys if needed?

Let them place and ready them. They may prove useful when we take them from their masters.

You missed the trucks from Aberdine to Ft Lee VA? All those tanks from WWI to present day?
OK, its Summertime, Reserves and NG are on the highways going in all directions. There could also be an assembly plant in the area or a rehab shop. Highly unlikely that a small town in KY will be under military control.FT Knox and Ft Cambell are located there so my guess is some unit is getting new equipment. I will rule out them going to the FEMA Concentration camps. ;)

Homeland Security vehicles coming back from Iraq? Doubtful.
DHS, FBI and a bunch of other Federal agencies have been "inheriting" surplus APCs that are being sent back from Iraq. The FBI's Washington DC field office usually has one or both of it's MRAPs - which are still painted desert yellow - parked out on 3rd St. NW.
Not just Federal agencies either, but State and local PDs as well ... especially those with SWAT components. It's sorta an updated and more sinister version of how, following WWII local PDs/Civil Defense units ended up with Deuce and a Halfs, DUKWs and 3/4 ton trucks.

I recall seeing Bradley Fighting Vehicles and a Combat Engineer Vehicle used at Waco. The Democrats aren’t afraid to use armored vehicles against American citizens. The Democrats don’t have any problems with guns as long as the get to decide who the guns are pointed at.

There exists a DHS training facility in Pacific County, Washington. Whether it is north of Lebam, WA, in the Willapa Hills, or south of Lebam in the Grays River divide, I'm not certain. A former Pacific County commissioner told me of its existence.
Black helicopters, the big ones with dual rotors, are flying over Longview, Washington, towards the north often enough to be noticeable.
