Yet the mother didn’t have him committed.

Please explain in detail exactly how a parent can have an adult child committed and the laws that facilitate the action.

Doesn’t necessarily hinge on parent/child relationship. Seems to me like either social services or the police (who would only step in in the case of verbal threats) would have been the steps to take towards that. Of course, if the mother did possess any kind of evidence that her son would have engaged in the behavior he did, then she may be culpable for not reporting this to law enforcement.
