I’d love to know where you get your figures from!

In truth I think your confusing your numbers:

Muslims actually make up 2.97% of the English population (scroll down to the Religion heading)

The 8.5% figure actually refers to the percentage of the London population that is muslim, not the proportion of England: (scroll to religion again)

70% of the London population are white British and 87.5% of the English population are white British.

While you're arguing percentages, it only takes one or two bad guys to avoid detection and commit an act of terrorism. The size of the population simply makes it harder to sift the intel to identify potential threats.
