I've seen those logs at hospitals. They're not public information. When my daughter was born, the maternity ward in the hospital had a log of births, a large book sitting by the nurse's station. There was a big laminated sign sitting on top of the book, which said "DO NOT OPEN," because the book was patient medical information covered by HIPAA.
