Mr Zuma said that the African National Congress's advances since it won power in 1994 had been "primarily political". He admitted that it has been unable to so far reach its goal of "a truly prosperous, inclusive, non-racial and non-sexist society".
He said that the ANC would now be looking at increasing taxes on mining firms profiting from South Africa's rich natural resources, and a revamp of the policy to transfer land from white to black ownership.
"The time has come to do something more drastic to accelerate change, towards economic transformation and freedom," Mr Zuma said.
Mr Zuma was speaking to an estimated 3,000 delegates at the ANC's five-year National Policy Conference in Midrand, north of Johannesburg.
He pointed to advances made by the ANC since Nelson Mandela's day including the building of 2.5 million houses for the poor, the provision of clean water to a further 6m, and electricity to 5m. The ANC has established a social benefits system, which now helps 15m people.
