Children should be educated to the degree that they’re are willing to be educated. Which is the rub: far, far too many students don’t want to put forward the effort to be educated - and if they’re not willing to be educated, their capabilities are irrelevant.
And they have a lot of support in this state of mind. Too many Union teachers have a poor work ethic and are uneducated themselves. To some teachers, education means global Marxist political and social indoctrination. They see the students as their little brain washed revolutionaries.

What he's trying to say in Bidenspeak is that he, and other white liberals, don't really expect the same results from black people that they expect from white people.
It's the unspoken, but dominant, paternalistic view that most white liberals have towards black and hispanic people. And, inexplicably, they consider it racist when white people expect black people to be completely able to address their problems and meet their successes in life, just like they do.
George Bush called it "the soft racism of lowered expectations."

when i was in high school, some schmuck predicted a shortage of guidance counselors. so everybody going into career counselign was counselled into being (you guessed it) a guidance counselor.
so the next thing you know, there’s a glut of guidance counselors, adn those people who let the school decide what they should be found themselves in trouble. too much competition for too few jobs...
