He will strike his new theme on a two-day bus tour of rust belt swing states Ohio and Pennsylvania, where he will skewer rich Republican foe Mitt Romney, painted by his campaign brass as a tax-dodging outsourcer of American jobs.

Agreed. The notion of betting carries the following context:
That you are not at cause in an event upon which you are placing a personal stake, but that you will sit back, watch, do nothing, hope for the best, and feel entitled to a profit if the team you bet on happens to succeed. Further, if you lose the bet, you blame the team upon which you bet and say they weren’t as smart or as skilled as you thought ... and say ‘well I shouldn’t have bet on them,’ but there is no real responsibility in the outcome.
In short, he’s betting that Americans are silly enough to believe him. It’s actually quite cynical.
Reagan bet on himself, Maggie bet on herself. And their countries bet on them, not the other way around.
