In the meantime, on tour in DC in July is, as others have noted, brutal. Lots and lots of crowds. In recent years, the percentage of foreigners visiting our fair capital at this time of year has risen dramatically. Folks from certain cultures can be a bit more aggressive with their crowd behavior than that to which many of us are accustomed.
The weather will add to this the first part of this week - temperatures in the 90s and 30% chance of thunderstorms. Which means, it will be thunderstorming somewhere in the DC area pretty much throughout the day.
The addition of having lots of places without power doesn’t improve the situation.

We homeschooled our two sons through 8th grade, and thus, when we'd go downtown, it would be on a school day during the school year, in nice, pleasant weather. Much nicer that way.
In terms of aggressive foreigners, the last time we went, a few years ago, a little east asian girl, about 4’ 11” weighing in at about 89 lbs. just about bowled over my large self on the way to see the Hope Diamond. I gave her a good shove back to regain my position and make a little room for my sons, but I was a little stunned by the punch this young lady packed.
East Asians seem used to teeming crowds, and don't seem inhibited about pushing their way through in an assertive manner.

At least out where I live (near Annapolis), at least most of the traffic lights are working again.

The thing to worry about with the hot weather combined with power outages, is that some purveyors may try to pass off food that is borderline spoiled or has been refrozen. In this kind of heat, it’s asking for real gastric trouble. They should only eat pre-packaged food and drinks — if she is crazy enough to press on with this plan in the middle of a power crisis.
