If it is a tax how do you collect it from people who will not pay it....it is not like payroll deductions..kids will get creamed by this....instead of paying a fine of say 1000 they will now have to pay the full boat..

The expansion of the IRS as an enforcement entity for this new tax takes care of the "how". More to the point, however, is how do you collect from people who can't pay it? The economy is going to crater again on this decision. The only way to float it even marginally will be through printing money for government benefits to the population. A tax requires taxpayers...and there will be precious few in the taxpaying category after this fully hits the economy.
