Surely a bureaucracy like the DOJ produced a Concept of Operations "ConOps" document for F&F. I'd be astonished if there wasn't one. It would answer the simple (and therefore unanswerable) question "how did you possibly think you would track these weapons?"
Obviously the Bush program had a working model of operations and when the bad guys caught on, they shut it down. Now let's hear from Holder.

I have yet to hear any of Obamugabe's defenders explain how F & F could possibly have worked, or even what they think it was even trying to accomplish. Only two possibilities exist:
1.) Rush is right, and this was all about depriving us of our 2nd amendment rights, or,
2.) The DOJ and Holder are a bunch of dumbasses who caused people's deaths by forgetting to track the weapons and work with authorities.
Neither scenario is flattering to the administration.

The Bush administration, as part of Wide Receiver, notified the Mexican government when arms and drug smugglers were crossing. When the guns were being walked across the border or when they had been purchased legally, being taken back to Mexico, the Mexican government was notified. At least 1,400 arrests were made as part of Wide Receiver. Now, once ATF found out the smugglers were disabling the tracking devices, the RFID tracking devices that were planted in the guns, they ripped them out and then the guns were lost. So the program was shut down in October of 2007. Once the bad guys discovered the tracking devices, the program was ended, in 2007.
Lets see, the cartels are worth billions, they control much of the Mexican government, and Bush/DOJ didn't think they'd find the tracking devises?
Did the DOJ/AFT/Bush not think cartels electronically swept nearly everything going into their compounds, with off the shelf readily available technology?
Did they not think super corrupt Mexican cops/officials who are on the cartels payrolls would not inform the cartels?
Were they joking?
Then Obama comes along and does what he did?
They all need to be thrown in prison.

Even as he is doing more to deal with the drug cartels sending drugs into the United States, we need to do more to make sure that illegal guns and cash arent flowing back to these cartels. Thats part of whats financing their operations. Thats part of whats arming them. Thats what makes them so dangerous. And this is something that we take very seriously, and were going to continue to work on diligently in the months to come.

BTW, following Bush's scheme, the violence in Mexico only expanded by magnitudes. In fact it was under Bush, *millions* of Mexicans entered illegally...During war time no less.
I don't care how ya chop it up, or who did it, sending weapons in the violent corrupt black hole of Mexico was an insane idea.
BTW, I'd like to see Obama removed from office, prosecuted and imprisoned over F&F.
