Face to Face, Obama Tries to Persuade Putin on Syria
President Obama met with President Vladimir V. Putin of Russia at the Group of 20 summit in Los Cabos, Mexico, on Monday. By HELENE COOPER June 18, 2012
SAN JOSÉ DEL CABO, Mexico President Obama and his Russian counterpart, Vladimir V. Putin, finally had their face-to-face meeting on Monday, as Mr. Obama pressed Mr. Putin to work with him to ease President Bashar al-Assad of Syria out of power, a move increasingly viewed by the West as the only way to end the bloodshed that has been under way there for more than a year.
We have found many common points on this issue, Mr. Putin said of Syria. But after two full hours together, Mr. Putin was still balking, appearing afterward with Mr. Obama before reporters in a grim tableau that seemed to bespeak the frustration on both sides. During the few minutes that it took their handlers to usher reporters out of the room after their prepared remarks, the two leaders remained seated, side by side, staring straight ahead, with none of the interaction or small talk that leaders usually engage in before the cameras. We agreed that we need to see a cessation of the violence, that a political process has to be created to prevent civil war, Mr. Obama said.
During the meeting, American officials said, Mr. Putin spent considerable time pointing to what the Russians view as failed examples of political transition in Egypt and Libya as well as their concern that the West does not have a credible plan for what would happen to Syrias various battling factions and ethnic groups if Mr. Assad stepped down from power.

Obama was talking with Russian President Dmitry Medvedev when neither of them realized that their conversation was being picked up by microphones. Here is what they said:
Obama: On all these issues, but particularly missile defense, this, this can be solved, but its important for him to give me space.
Medvedev: Yeah, I understand. I understand your message about space. Space for you ...
Obama: This is my last election. After my election, I have more flexibility.
Medvedev: I understand. I will transmit this information to Vladimir.
This is my last election. After my election I have more flexibility. That statement tells us much about the presidents mindset.
The specific mention of missile defense is worrisome enough. Mr. Obama has retreated from the missile defense plan that was negotiated with European allies during the George W. Bush administration. Apparently, he is signaling Moscow that he intends to retreat further. The clear implication from the presidents comments is that he cannot tell the American people before the election what he plans to do after the election.
In addition, there is the phrase on all these issues, implying more is at stake than just missile defense.
