As a veteran of the Jarbidge NV shovel brigade I know this task can be done, by hand if necessary.
The FS hates it when the people overcome the artificial obstacles they throw up in an effort to please some special interest that has NO actual interest in the area!
This will be a much larger project than the Jarbige road was, in addition to shovels they are going to need shelter, food, and WATER!
Please post pics of the work in progress, and once complete.
Be sure to carefully document the FS tactics, they WILL attempt to intimidate the citizens into abandoning their noble effort.
Why aren’t the people bringing in some heavy equipment? Is it that they can’t afford it or they’re afraid of the big bad gubmint? I say bring in the dozers and get this ‘Battle of Athens’ on the road!
Mules and drag-pans will still work. Hard to find but there are still some around.

“Harvey T.”, as he is known, rode 422 miles to deliver this shovel, pictured above with Kevin Rudd. This shovel was used in the opening of The Jarbridge, Nevada, South Canyon Road in 2002, by “The Jarbridge Shovel Brigade”
