50 people is a large number for Bible study. This couple might be better off getting permission from their neighbors.

It sure is. My neighbors nor I would not like this parking situation each week. If I had parties each week with that number it would be no different. This isn't about religion. You would think that there is a building or a church that could be used for this purpose. Smell the coffee.
In reading the article, it looks like the change was made to accomodate the couple. They were fined because they met the definition of a “nonprofit, fraternal, and religious” organization. It appears the change excludes them from the definition, allowing them to continue the bible study provided they do not violate any nuisance ordinances.
It is no one’s business what they are doing in the home. They are having people over. Unless they are noisy and blocking the road, it is not the business of the government or the neighbors what type of gathering they are having. People have weekly football parties that have as many people. Why not regulate that?
If the same 50 people were having a group orgy, they’d pass laws to protect that.
