When you can get that extra “crazy check”, there are huge incentives for being “crazy”. Or at least be able to convincingly act crazy in front of appropriate government employees. And when being "retarded" is a "get out of prison" card, there is a disincentive to display intelligence in school if you plan on being a gang banger anyway.
