Almost half the residents of New Orleans and Detroit cannot read or write, I don't expect Chicago to be much different, eh?

It would be racist of us to put up signs when we know that so many residents cannot read...the signs would just be a reminder of their plight.

BTW, the 'signs' would be sold for scrap metal like the irrigation pipes were in Zimbabwe.

Make them a glue-on poster on street lamps and such so they couldn't be taken down and sold for the metal.
