That can be enforced by what's called "EXIT VISA!"
An exit visa renders your passport meaningless and will prevent you from traveling until you satisfy certain conditions and obtain (pay fees to boot) permits and approval stamps from a number of departments that may take months if successful.
Going to the airport and boarding a plane to travel abroad would be a thing of the past because without those approvals the TSA/airline employees will throw you out of the airport.

I never said a single thing about ME, Kommisar. I am objecting to the establishment of an exit control, inasmuch as exit controls expand quickly, and soon we become a country like your mother country, the USSR.

Countries with exit controls are most often full police states, devoid of freedom.
We are a country without exit controls, right now. They seek to remedy that.

America means very little to me if it does not stand for liberty. It is still a country worth fighting for right now, but if we continue on the trajectory set forth by 0bama and the Democrats, unabated, America will be an anathema to liberty. And because America is large and powerful, it would become a menacing ogre.
Germany was once arguably the most economically developed, intellectual and culturally diverse nation in Europe during the beginnning of the 20th century. Jews had, for the most part, sucessfully assimilated with German culture for more than a century. Yet, by the early 1930s, Jews, even those that had fought in WW1 and those that had built up businesses, were shunned, denigrated and persecuted. What did these German Jews think about their country? Does anyone think that they should have been patriotic to the end?
The same story can be told about the bourgeois in 1917-1923 Russia, the wealthy and western influenced in Maoist China, or any freedom loving person in any totalitarian regime. The victims did not love their country because their country had been subsumed by the government and its leaders.
