Don’t need one. I do know people who got them for free. I worked down the hall from a Tribunal, and I have referred people to Tribunals who could not possibly pay a dime. Not having a cent, does nothing to impede the process.
I guess I should tell my brother that, he spent over a Thousand to get his.
