Nobody believed he would be able to pass Obamacare either.

BUT don’t forget that Congress DID pass Obamacare — what makes you think he won’t bribe and blackmail enough Senators/House reps that he can’t get this passed?

And Obama's favorite Republican backer of LOST got defeated in his primary. I doubt his example will be lost among Republican incumbents who still face primaries this year or face reelection in 2014.

Not true. First, the Constitution specifies "two thirds of Senators PRESENT." Treaties of enormous scope have been ratified on voice vote with no record of a quorum. Second, pursuant to a treaty we never ratified but have respected for nearly forty years as a matter of "customary international law," a treaty is in force upon signature.

Yes, that is what the Constitution says. And with a Constitutional Scholar in the White House what could go wrong?

By the bye, used to be that a written contract was honored by FedGov...but look at the GM bailout, where contracts were simply ignored or overwritten.

I think usually the Senate ratifies the treaty and THEN the POTUS signs it.
