Firing a weapon is the application of deadly force. If the intent is not to kill the target you shouldn’t be firing in the first place. Besides most couldn’t “shoot to wound” in the first place because most, almost 100%, do not have the necessary marksmanship skills even without the added stress of a confrontation.
