Let me understand this. In the U.S., white people are not allowed to turn away real estate or rentals from people of other races. Bed & Breakfasts, wedding halls and other small, Christian or family-owned businesses cannot turn away gay people. But foreign interests can market exclusively to other foreigners or racialists without penalty?

Probably not. Company towns used to be really common in the US. A rather famous one near Chicago, Pullman, Illinois, is still fairly intact but you had to be an employee to live there.
The same company so paternalistic here fought hard against the union ~ hence the famous Pullman Strike.

Yes, this reads like a movie treatment for a bad dystopian film. This is a toe in the water experiment. If it passes muster others will be proposed around the US. A literal 5th column will be planted within our country. This is an evolving strategy. First the PRC encouraged mass Chinese emigration, even of Chinese technically opposed to the regime, to Canadian cities such as Vancouver and Toronto. Virtual Chinese colonies have been planted in Panama, Brazil and the tri border region in Paraguay. How many PRC agents are embedded no one knows but they are numerous is the general perception. The Han people are on the march and they have the cash to buy stooges wholesale (the mayor of Baton Rouge, La is one of them). Be afraid, be very afraid.

Under the law they cannot. I suggest all Americans of any race start putting in bids on these homes. It will royally screw their plans.

It’s all about what you say. Company’s always have the right to refuse service, but if you say it’s for reasons that are considered discriminatory you’ll get hung.
