Environmental justice describes the commitment of the Federal Government, through its policies, programs, and activities, to avoid placing disproportionately high and adverse effects on the human health and environment of minority or low-income populations. As described in the 2010 Quadrennial Homeland Security Review (QHSR), our Nations vision of homeland security is a homeland safe and secure, resilient against terrorism and other hazards, and where American interests and aspirations and the American way of life can thrive. In seeking to fulfill this vision, the Department of Homeland Security (DHS) aspires to avoid burdening minority and low-income populations with a disproportionate share of any adverse human health or environmental risks associated with our efforts to secure the Nation. DHS joins with other departments and agencies to appropriately include environmental justice practices in our larger mission efforts involving federal law enforcement and emergency response activities.

May I suggest, before you go informing a FReeper of such, that you check out their page? I was on the first in the nation Agenda21 Biodiversity and Ecosystem Management Roundtable in 1994. I published a book dealing with that experience and modeling the consequences in the residential real estate market 11 years ago.

Through the Federal Emergency Management Agencys (FEMA) work in emergency preparedness and response, the agency helps ensure environmental justice in communities that must prepare for, mitigate against, respond to, or recover from an emergency or disaster.”
Hey FEMA, how about ensuring environmental justice along our southern borders and keep the invading illegals from destroying the physical, social, political, and economic environment of our our border states?

Every year the US State Department holds a meeting/hearing to learn what US citizens are thinking about the refugee resettlement program and so they can help the President determine how many refugees we will take in the next fiscal year.
The meeting is dominated by federal contractors (LOL! they call them voluntary agencies) who stream in and ask for more refugees. In past years few citizens or local elected officials have questioned the notion that the US can take in more impoverished immigrants from the worlds political hot spots.

I'm going to bookmark the DHS document so I can use it as an example of something unintelligible.
They claim the authority of the National Environmental Policy Act (NEPA 1970). There were some real environmental problems in 1970, but it has vague language (the road to hell) such as "Title I of NEPA contains a Declaration of National Environmental Policy which requires the federal government to use all practicable means to create and maintain conditions under which man and nature can exist in productive harmony."
