It was built in slave territory (obviously), in exchange for Southerners accepting Hamilton’s debt assumption plan (what a crappy deal). Slave territory, by the way, eventually became the cradle of the Democrat party.

Did the armed forces participate? Because they had involuntary servants.

I don’t think the construction crew in Truman’s term was not military. I haven’t researched it and so manors peaking with authority.
