You do not have white flight out of "Detwaa" or institutional "whatever", you have Black Flight, go to a Charter School in the Burbs and see how many of your former citizens depopulated "Detwaa" because it was Corrupt and Dysfunctional, especially the School System. As a former restaurateur said on a WJR quasi exit interview with Paul W. Smith noted, Detroit had a problem with colors, not black or white, they didn't understand the color green.

It was never really “white flight” so much as it was business flight. Plenty of black businessmen got the hell out too.
My little town’s sole black man says his family lived in Detroit till the riots when his dad sold the bakery and they headed for Jackson where there were still factory jobs.
