He paid the taxes because he owned the house, but he did not reside there. When the house was not rented, he spent about one month there in the summer because his parents live nearby. He actually had no right to the homestead exemption because the place is supposed to be your primary residence, and this hadn’t been his residence for 20 years.
And if anybody thinks it’s unfair to mention this, believe me, it’s going to come up in the campaign at some point. He should simply have admitted it (he did later admit it by removing the homestead exemption) and paid the fine HIMSELF and not let the State of PA pay it for him.
Or, better yet, he should have used his actual address to register his kids in this program. He would have had to pay for it, in that case, just like anybody else who registered from out of district.
