LOS ANGELES (CBS) When you head down to the beach for a little fun this summer, county officials want you to leave the pigskin at home.
The Board of Supervisors this week agreed to raise fines to up to $1,000 for anyone who throws a football or a Frisbee on any beach in Los Angeles County.
In passing the 37-page ordinance on Tuesday, officials sought to outline responsibilities for law enforcement and other public agencies while also providing clarification on beach-goer activities that could potentially disrupt or even injure the public.
The updated rules now prohibit any person to cast, toss, throw, kick or roll any object other than a beach ball or volleyball upon or over any beach between Memorial Day and Labor Day.
Exceptions allow for ball-throwing in predesignated areas, when a person obtains a permit, or playing water polo in or over the Pacific Ocean.
However, during the winter off-season, the new rules will be relaxed.
Officials warned that any activities that could potentially any person or property on or near the beach should not be allowed during the peak summer season.
Your kids could also end up costing you big bucks: the ordinance also prohibits digging any hole deeper than 18 inches into the sand except where permission is granted for film and TV production services only.

$1000 fines are just a way for Rat-hole major cities to shakedown the locals to balance the city budget.
Here in Houston they are fining nightclub performers (bands and DJs) $1000 for noise violations, no warnings, no decibel measurement, officers don’t even enter the venues.

It’s about the revenue, nothing else.
First time most people will find out about this law is when they are getting a ticket.
Well no matter how hard they try, government is still going to go broke...There running out of other people’s money very fast now..

If I was at the beach with a bunch of small kids I would be thrilled about this.
Fines are an easy way to raise revinue. Locking people up is a loss of revinue. Then there is more sticky legal stuff as well.

In this way the United States Supreme Court “set the standard that a punishment would be cruel and unusual [,if] it was too severe for the crime, [if] it was arbitrary, if it offended society’s sense of justice, or if it was not more effective than a less severe penalty.”[4]

You’ve got to watch “Duck Soup” featuring the Marx Brothers. The “plot” is that the country of Sylvania is going broke. They need a new “leader” so they wind up appointing Groucho Marx. Yeah, I assumed that other beaches were like NJ beaches; we get a lot of people from PA, and have a large population ourselves, and the shoreline isn’t as long as Florida’s.
OK, you can have footballs & frisbees on your beaches.
