Jeb did not “wimp out” on Terri. It was the RINOs in the St Senate who refused to pass the bill that could have saved her. His only option at that point would have been to storm the hospital, and the order had already been given by the local police commander that they would fight any attempt to take Terri out. Bush did not feel that he could set off a constitutional crisis.
Bush did this at great political risk to himself. Santorum took no risk at all in what he did and in fact was equally unsuccessful.
