Nope.

Do a little more extensive research and you will find out that Santorum voted against a like bill...before he voted for it.

I’m guessing 96 was an election year for him.

So when Newt changes his ways he's seeking redemption and learning from his mistakes, but when Santorum does, he's to be condemned for his older vote.
