They call it on the basis of their exit polls. The actual results come in precinct by precinct, and one given set may come from an area that supports, say, Romney over Gingrich. But statewide according to the exit polls, Gingrich won, and he must have done so handily or they wouldn’t have announced it so quickly.
I’d guess the record for a call based on actual sampling of the vote would be CBS in the ‘64 California primary. We had an employee at every polling place in the state, and they were armed with dimes and given orders to phone in after the first ten ballots were counted, then again at the end. The call was made within thirty minutes.

They just said on WIS (NBC-Columbia) that Gingrich appears to be winning Spartanburg County by a huge margin. Spartanburg is a big conservative county.
The analyst on WIS also said that right now it looks like
Newt 38%
Romney 29%
but that Gingrich’s margin could conceivably grow.

Brit Hume just now essentially said as much, because Romney is the only candidate who showed strong in all three primaries so far. Gee, suddenly it seems as though winning SC is virtually inconsequential now. What spin....
Yeah, that's right. They said that Mitt was a shoe-in since he was going to sweep Iowa, New Hampshire and South Carolina.
Even better....the movie “Love Comes Softly” is on Hallmark at 2200 Eastern....and yes.......I watch Clean, family “happy ending” Flicks and vote Conservative....
