The smart move is to support them, and try to get as many of the greenies to pack into the command center once it goes operational. I would encourage two things.
Make the command center massive, and chip in to help bus as many of them to the command center as possible.

The answer to that is too long to type on a droid the laws that are out there are too many to properly understand. Often agencies directly contradict one another. Ever done environmental permitting. I have.
